NRIS: interconnection service studied to deliverability
The higher of the two standard interconnection service levels, requiring a study showing the facility's output can be delivered to load, and generally a precondition for capacity recognition.
Network resource interconnection service is the higher of the two service levels in the pro forma procedures. It requires the transmission provider to study whether the facility can be delivered to load in the same manner as the network resources already on the system.
The additional analysis is what distinguishes it from energy resource interconnection service. Because deliverability is tested, the study can identify network upgrades that an energy-only study would not, and those upgrades are allocated to the requesting project under the tariff''s cost allocation rules.
The service level is not a transmission service reservation and does not by itself confer capacity accreditation, which is governed by the applicable resource adequacy rules. It is, in most regions, the practical precondition for a project to be counted as capacity.
