LGIA: the contract that governs a completed interconnection

A large generator interconnection agreement is the contract that results from the interconnection process. It is executed among the interconnection customer, the transmission provider and, in many regions, the transmission owner that will build and own the upgrades.

The agreement records the point of interconnection, the service level granted, the interconnection facilities and network upgrades each party will construct, the cost responsibility and any reimbursement, the security to be posted, the milestone schedule including the commercial operation date, and the operating and metering requirements that apply once the facility is in service.

Because interconnection agreements are jurisdictional rate schedules, they are filed with FERC. A requester that disagrees with terms may request filing of an unexecuted agreement, which places the dispute before the Commission in a docket rather than requiring the requester to accept the terms or withdraw. Amendments, suspensions and assignments are likewise filed and appear in the docket record.
