Filings distinguish executed interconnection agreements from energisation dates

Queue analysis concentrates on entry and exit: how many requests, how many withdrawals, how long the study. The commercially decisive interval is later, between execution of an interconnection agreement and energisation.

That interval is governed by facilities the interconnection customer does not build and cannot schedule: the transmission owner's upgrades, the substation work, the protection and control commissioning. It is also where long-lead equipment risk lands.

Public data on this interval is thin. Interconnection agreements are filed and therefore visible; energisation is usually observable only through generator inventory reporting months afterwards.

For a lender, this is the interval that consumes construction interest with no revenue against it. For a developer, it is the interval least susceptible to management effort.

This publication treats the agreement-to-energisation interval as the primary measure of interconnection performance and will track it where the underlying filings permit.

What to watch: whether any transmission provider begins publishing scheduled versus actual energisation dates.
