Filings report equipment lead times for network upgrades

Transmission providers and reliability reports state delivery intervals for transformers and other long-lead equipment, with the reporting date.

Interconnection study output is expressed in facilities: a transformer, a breaker replacement, a reconductoring, a new terminal. Study timelines assume those facilities can be procured. Procurement markets for high-voltage equipment have not assumed the volume that queue reform is now releasing.

The consequence is that the critical path for a project can shift from study to supply chain without any regulatory event marking the change. A developer who clears study and executes an interconnection agreement may find the in-service date governed by a transformer order placed years earlier by someone else.

For a utility planner, the response is to order ahead of need, which requires a cost recovery mechanism for equipment procured speculatively.

For a developer, the response is to secure delivery slots before they are strictly required, which requires capital before financing.

For an investor, the question is which counterparties in a project's structure actually hold the equipment risk, since interconnection agreements rarely allocate it explicitly.

What to watch: any tariff or planning filing that creates cost recovery for advance procurement of long-lead equipment.
