Filings address whether interconnection studies may assume grid-enhancing technologies
Dynamic line ratings and power flow control appear in study assumptions where a tariff permits them. The filings state the conditions.
Dynamic line ratings, advanced power flow control and topology optimisation can relieve constraints at a fraction of the cost of reconductoring. Their adoption is limited less by engineering than by the rules governing what an interconnection or planning study may assume.
A study that assumes static ratings identifies upgrades that a study assuming dynamic ratings would not. Because the study output determines cost allocation, the assumption is financially load-bearing. Transmission owners face asymmetric incentives: capital additions earn a return, operational measures generally do not.
For a developer, the practical implication is that a constraint identified in study may be relievable by means the study cannot credit. Raising that in the stakeholder process is possible but slow.
For a regulator, the instrument is to require consideration of these technologies as alternatives within planning processes, with documented reasons where they are rejected.
What to watch: planning compliance filings that specify how alternatives are evaluated, and whether rejection requires a written basis.
