Texas commission rulemaking addresses interconnection standards for large load

The Public Utility Commission of Texas has taken up the treatment of very large loads seeking interconnection in ERCOT, including the conditions under which such loads must be curtailable and how they participate in reliability obligations.

The design problem is that a data centre is a firm load with an economic profile that punishes interruption, while the reliability case for connecting it quickly rests on its ability to be interrupted. Reconciling those requires either compensation for curtailment or a service class that prices firmness explicitly.

For an operator of large load, the material terms are notice period, frequency, and duration of curtailment, plus whether behind-the-meter generation counts toward the obligation.

For a developer of generation, the same rules determine whether large load is a competitor for interconnection capacity or a counterparty for offtake.

For a lawyer, the durable question is whether an obligation accepted at interconnection survives a change of ownership of the load.

What to watch: the definition of the threshold at which a load becomes subject to the regime, because siting will arrange itself around it.
